As long as the office does well they are allowed to seek out whatever opportunity that suits the local offices capabilities. CGI has gone through a significant growth over the last ten years. The result is it consists of a collection of many different business units that used to be independent companies. The result is the different businesses units tend to look at inter business unit cooperation as a means to increase its bottom line at the expense of the other Business unit. Since it growth has been significant the Corporate Headquarters has been struggling to create a environment that is capable of supporting this growth. With CGI head quarters being located in Montreal often there is issues with communication due to language barriers.
