Interview processes are usually an iterative process in that often times internal employees will submit their interest after external candidates have already applied or been contacted. This helps to ensure that we evaluate and hire the best person for each position. We would not want to limit the ability for our hiring managers to wait and interview anyone internally who comes forward with interest before assessing external talent as well.
