Cons

Meets budget goals by manipulating utilization. Sets utilization targets to appease shareholders that are unobtainable year after year, and continue to promise profit increases. To achieve goals, there are frequent reductions in force especially of senior level staff, leading to client disappointment because they are expecting expertise for WSP's high billing rates.
