      lots of changeover at the top, a good resume and you're in

      Don't hire the people who really knows the job, only the ones who isn't a threat to their jobs

      Top heavy, many management layers, broken processes to fix broken processes, too much internal process outsourcing actually increases inefficiencies at the field level.
