Most management, teams, and other departments are willfully or unintentionally ignorant about modern software development practices, the demands of working at scale, or thinking about problems in the long term.

Processes are constantly changing. There is a lot of non value added work and repetitive tasks. The merger has not been kind to the lower level employees. We are constantly asked to prove the process was done correctly and perform tedious tasks that do not change results. This leads to program delays and employee turn over.
