Pros
A lot of great people who work at the coordinator level who accomplish supervisor/managerial level work.
Cons
Managers are too busy about maintaining and hitting KPI's. They will bank on their 3-4 productive workers to carry the load instead of coaching up/improving the weaker employees. You also need manager approval to apply for an internal position, so if you are productive, your manager can trap you with in the department. Dealing with HR is like pulling teeth.
