Brazil. They want to centralize everything unfortunately they do not have the capacity in-house to handle international issues. Management. Most of them have been with the company since day 1 of their careers. They do not know how things are done except the "Embraer way" ... and their way is not in line with most MNCs, Control and command culture. A lot of "because I say so" and egos are at play. They want to pretend they're moving to a meritocracy yet the roots of people who have been there for ages and are against change are deep. You'll need to dig them up before you are competitive with others. Poorly organized. Everything is last minute. It is only fire fighting, nothing is structural.

From the top down, no one knows what anyone is doing. Management is always worried about being fired so there are no decisions made and if something does not go well they will throw anyone under the bus to save themselves. People are put into positions and have no experience in that area - it's a boys club, buddy system established and not a chance to get fairly promoted. Career development is an illusion. Upper management is not aware of mid-management practices, this goes against company culture and motivates people to leave.
