All you need is the right boss! Throughout the university there's all kinds of red tape to deal with, true, but if you're in the right office under the supervision of a good manager it doesn't matter. All of the red tape can go flying right out the window! Especially if you're working for a department that has a reasonable budget, which can depend a lot on the department chair and how smooth that person is in meetings. So if your department chair gets your department a good budget and you have a boss who can act like a real person you're all set.
