Gaslighting someone is truly inappropriate and toxic. She also seemed convinced that she presented as credible, which I think was the most disturbing part for me. Another employee spontaneously shared with me her story of also being blatantly lied to by this HR person as well - and her rage about it - so I know my experience was not unique. Towards the end, I was also subjected to some bizarrely petty bullying by a different manager there, so the maturity and judgment of some managers is an issue as well.
