PCL Construction interview questions

Passed through 2 rounds of interviews. First was with the HR. This was a general 20 minute interview. Second interview was a 40 minute technical interview with 2 department mangers. 30 minutes after my second interview i got a call from HR that department manager has given a green light. We discussed salary and I agreed to HR's number. Been more than 4 weeks and it looks like i've officially been ghosted. HR is not even responding to my calls or emails.
