Bayer Technology Lead interview questions

I was reached by Bayer to apply for the job, and after several rounds of interviews, I was offered the job by the recruiter. But I was promised my work visa by the recruiter who then later declined my offer because they couldn't get my visa ontime. and the reason to decline my offer was that I didn't have my visa!
