The degree is helpful, but not always necessary. Procurement is often like Sales (at least on the front end) and you don't need a degree for that. I suggest getting some certifications such as Certified Purchasing Professional (CPP) or Certified Professional Purchasing Manager (CPPM).
The back end, procurement execution, is a lot more technical.
Also, target a smaller company. They are more likely to give you an opportunity than a large organization with rigid job descriptions.
