Bureaucratic but pays very well

Pros

Work hours were fixed. No overtime. Wide range of cultures and expertise. High pension and benefits.

Cons

Bureaucracy. Difficult to get most anything done - so many approvals and so many staff on leave at any given time. Employees weee often lazy or abused to PTO and othe leave rules. Tenured, ineffective employees were impossible to fire.

Cons

Decision making at the highest levels is not transparent. HR systems are inefficient and allow toxic and underperforming staff to remain in place indefinitely. There is significant bureaucracy and politics delaying it’s potential impact.
