Advanceent based on "paying dues" and age not talent. Promotions strongly related to amount of time "served" in a given level not talent.

Cons

Too much internal "PR"; information isn't freely shared with the company. Bulk of promotions and pay increases awarded to the "chosen few" rather than being truly merit-based.
