Incompetent management: inconsistent communication of procedures then public criticism or attack of employees who are targeted as scapegoats despite - or because of - their competence, resulting in bullying being accepted as "competent management dealing with incompetent employees" and the creation of a poisonous corporate culture. Subsequent demoralization results in high turnover of staff and management perceived as beleagured.
