Pros

Like most large organizations, your mileage will vary and will be largely determined by the location and department you work for. Overall there are more educated, more altruistic, and less competitive people here than I've encountered elsewhere in the workforce.

Cons

Limited budget, limited ability to affect change, many civil service personnel are "retired on duty" and there is limited ability to remove them or others who negatively impact the mission, support functions always take a back seat to the program, even when at the program's peril.
