Pay is good for the area, but far from competitive The internal tools and technology are lagging Upward mobility is not merit-based but service-based Non-existent incentives to get work done under-budget, the primes are all addicted to cost-plus-fee contracts and it will come back to bite them Ever since the "merger of equals" the culture has gotten worse
