Multiple management changes meant multiple system changes, which disrupts the project process. Divisions are set up in such a way that encourages hoarding of work, leading to some project staff being overloaded and others without enough work. Gender discrimination is rampant in some departments and divisions. Not nearly enough mentoring or support from senior management to staff and project level personnel. Outsourcing work overseas has lead to inferior quality and morale issues.
