Teams are fragmented and silo-ed. No clear engineer practices across the board leads to varying degrees of competency between teams. Not a good place for engineers looking to learn best in class practices. Middle management decisions are confusing. There is too many reorganization, practically one every year, that doesn't allow teams to perform.
