You are a Senior Technical Delivery Manager within the Chief Digital Office and have recently been asked to lead on the evaluation of a new digital solution to support the complex area of Joiners, Movers, and Leavers (JML Project) within the organisation. Following market engagement a number of suppliers have put forward proposals to meet the requirements. You have an outline budget of §1M including VAT to support the initial supply, implementation and any maintenance costs for the first 12-months of operation. This is a high profile piece of work, instrumental to the delivery of Social Security Scotland's Digital Strategy and to the safe and secure operation of critical technical services provided by its Chief Digital Office. Additionally, the Human Resource (R) sustem which is Oracle based and where employees are on-boarded, is in the process of being migrated to a new platform by the Scottish Government and Social Security have no direct control or influence to that The three solution options for the Social Security Scotland JML project come in a variety of scenarios that you need to consider and provide an outline approach and recommendation to the Platform Delivery Manager. Your work area has a number of initiatives underway, including a number of other in-flight delivery activities and continued support of the wider Social Security Programme that is delivering products and services. As part of the initial assessment of the three options your assigned internal Solutions Architect and the assigned Security Information and Risk Adviser have opposing views on which solution is appropriate and secure given the scale and some personal data that would be held on any chosen solution. On Page 5, the summary solution options and indicative costs from each supplier are set out, but the details are comprehensive enough to select an obvious solution. For the purpose of this exercise there is no procurement / tender activity to consider. Based on your knowledge and experience you are asked to respond to a series of questions relating to this scenario and present your findings to the panel along with the rationale for their decisions.
