This was an in place hire. the contract was successfully bid by GDIT and they went about immediately hiring the staff needed to keep operations going smoothly. The earlier you get hired in the process, the better chance to get your keep your salary. Those contacted later were forced to negotiate and some took lesser pay to keep a job.
