Depends on your campus. Some campus directors interview all potential applicants and approve them, but if you have already graduated, you don't have to do this. It is an essay and recommendation process. Very competitive and subjective.

Interview
The application was essay heavy and also required several letters of recommendation. Fulbright obviously cares a lot about your communication skills. I had two interviews, the first was fairly informal and one-on-one, the second with three on-campus Fulbright representatives and more formal. I am sure that the interview process varies from school to school, however, and Waco, Texas is probably one of the more laid-back regions of the country.
